The Project Manager post is based in the Strategic Flood Management Team within the Planning and Environment Service. You will be part of a wider team providing planning, access, flood and environment advice working closely with Districts, NGOs, statutory bodies and communities in the county and outside. We are engaged in improving the service and you will need to be able to work flexibly and fully contribute to ideas for new service delivery.

About the role
You’ll be responsible for delivering a programme of flood management projects by leading the commissioning and delivery of contracts to deliver the design and construction aspects of the work, in addition to securing any outstanding funding contributions required for the project. You will work with the Senior Strategic Flood Management Officers and Team Leader on pipeline projects and on business cases for projects, to secure a steady, consistent pipeline of flood management projects for the future. You will be reporting to a project board and project executive for the projects and will be expected to provide regular reports on progress against programme, finance as well as H&S, risk and mitigation information. You will be responsible for the on-time delivery of various capital projects (to the value of £8M in total over a 4 year period) to time and cost constraints.
You’ll develop and deliver services with a high level of technical expertise, leading on flood management procurements and contractual framework agreements. You’ll proactively manage contracts and report on performance, providing flood management project advice to a wide range of stakeholders internally and externally, for example colleagues, customers, councillors and senior officers.
Educated to degree level or equivalent, you’ll be able to demonstrate detailed knowledge of project management within the construction industry and ideally related to flood and water management projects. You will demonstrate initiative and the ability to manage complex plans, prioritise and co-ordinate resources to deliver priorities within time constraints. You will likely to be experienced in the management of consultants and contractors from initial project scoping through tendering, evaluation, procurement and delivery of construction projects.
You will be highly competent with IT generally, but should also be proficient in databases and GIS.
An excellent communicator, you will be able to engage with internal and external customers and suppliers at all levels, as well as provide expert advice, guidance, and support on complex issues. You will be organised and methodical with strong influencing and negotiating skills and able to articulate clear and robust business case linked to benefits and risk.
Working with people from all backgrounds you should also be comfortable dealing with the Media.
In particular you need an enthusiasm for the area of work, a desire to develop in and with the role and to take forward and develop the flood management projects.
Due to the nature of this role, a full driving licence is required.
Where our roles are customer-facing and you are required to speak to members of the public, the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the role.
